Clashes between the Iraqi army and Sunni insurgents in the Sunni majority province of Anbar over the past three months mean that voting cannot take place in many localities on 30 April. On 1 April, Iraq’s Independent High Electoral Commission (IHEC) confirmed what many analysts had predicted, that while balloting will still take place in north-western Anbar in areas such as Rawa and Ana, as well as in some parts of Al-Ramadi, there will be no balloting at all in the city of Fallujah, which comprises one third of the population of Anbar.
