Sultan Haitham Bin Tariq Al-Said’s government reshuffle in August won widespread approval for its departure from the previous concentration of power in a small number of people. An important part of the changes Haitham has introduced is the additional powers and responsibilities given to the sultanate’s 11 governorates under Decree 101/2020, which is helping Oman to move away from being a highly centralised state.
