Iraq’s post-Saddam record as a democracy has hardly been flawless but at least the political rules of engagement were clear and, for the most part, observed by the participants – until now, it seems. The outlook for a political settlement in a dysfunctional system looks bleak, meaning a government is likely to take many more months to emerge.
