Saudi Aramco signed four more engineering, procurement and construction contracts for its SR50bn ($13.3bn) Fadhili gas project at a ceremony in Dhahran on 20 July, including one with India’s Larsen & Tubro for offshore facilities and another with Saudi KAD Contracting Company for downstream facilities. Saudi Electric Company and UK/France’s Engie (formerly known as GDF Suez) has been awarded the contract to develop the power plant at the site and the local Mohammed I Al-Subeae & Sons Investment Holding Company is to build the residential camp.

Iraq: The Kurdish electricity model

After the 1991 uprisings in Iraq, the Kurdish regions – Erbil, Sulemaniyah and Dohuk – were cut off from the national grid. For the rest of the nineties, Erbil and Sulemaniyah had to rely on supply from the hydroelectric power stations at Lake Dokan and Lake Derbandikhan, capable jointly of generating approximately 300-400MW during the summer months when conditions permit (i.e. there has been sufficient rain during the winter); Dohuk, meanwhile, was able to obtain limited power from Mosul.

The long-term liquefied natural gas (LNG) supply deal signed by Qatar Petroleum (QP) and Kuwait on 5 January could serve as a landmark moment in the region’s faltering progress towards a Gulf-wide energy network. The deal covers the delivery of 3m tonnes a year (t/yr) of gas over 15 years from 2022, double the 1.5m t/yr that Kuwait currently buys from Qatar. Fiscal terms remain confidential, but it looks a robust deal for both sides.

Whisper it softly, but oil prices are expected to rise following crude’s 70%-plus slump in the past year, as global supply contracts, speculative short positions unwind and demand continues to grow. In a poll by Thomson Reuters on 4 January – when Brent crude was trading at $37.22/bbl – analysts forecast an average $52.50/bbl for the marker crude in 2016. There are signs that market dynamics will drive another ‘correction’ that will stabilise markets, despite global recessionary tendencies. The International Energy Agency (IEA)’s recently published World Energy Outlook 2015 (WEO) showed demand for oil and gas continuing to rise.

French oil major Total has insisted the election of Donald Trump will not hinder its ground-breaking deal in Iran. On 8 November, Total signed a heads of agreement with National Iranian Oil Company (Nioc) for the development of the South Pars natural gas field’s phase 11. The $4.8bn project will have a production capacity of 1.8bcf/d, which will be fed into Iran’s gas network. Total will operate the project with a 50.1% interest, alongside Nioc subsidiary Petropars (19.9%), and China National Petroleum Corporation (CNPC – 30%).

The International Court of Arbitration (ICA) in Paris has ordered National Iranian Gas Company (NIGC) to pay Turkmengaz $2bn, according to local media reports in Iran. The verdict follows a long-running dispute over gas sales from Turkmenistan to Iran from 2007 to 2013. Turkmenistan halted gas exports to its neighbour in January 2017 over a claimed $1.5bn in unpaid bills; later that year it took the dispute to the ICA.
