Ultimate control is held by the emirate rulers, led by oil-rich, politically savvy Abu Dhabi and regional/global commercial hub Dubai. The federal government has legislative and executive jurisdiction over sectors including foreign affairs, security, defence, education, health, currency, electricity and immigration.
