Another petition entitled by its authors "A Memorandum of Advice" calling for political reforms has been addressed to King Fahd by a group of teachers and Islamic scholars and students. This time however the text of the 45-page document has been so widely circulated within the Kingdom that, unlike previous and uncirculated petitions, the government has been forced into an open reply.
