No quorum to swear in Kuwait’s cabinet

Kuwait’s first attempt at swearing in the newly formed cabinet failed on 31 July because not enough MPs turned up to parliament. Speaker Jassem Al-Kharafi said he had adjourned the session for one week. It was not an unexpected hiccup.
