UAE and Qatar lose out in Libyan settlement

The ratification of a new government by institutions representing both sides in Libya’s civil conflict looks like a victory for Turkey and Russia. It provides a convenient exit route for European powers and the United States; they have been marginalised to become largely irrelevant in the conflict. Analysts and officials canvassed by GSN said that while neither the UAE nor Qatar has got what it wanted from expensive and controversial interventions over the past decade, they remain important players who could be spoilers in what happens next.
